CORDONS IN NAPIER
A shooting incident broke out just after 9.30am on 7 May 2009 in Napier, when police were called to an address on Chaucer Rd, Bluff Hill. Two police officers were shot and one officer killed in the line of duty. A member of the public was also shot. Police placed cordons in Napier to protect the public and Napier City Council managed a welfare support response at Napier Intermediate with police in attendance along with Civil Defence Volunteers & Red Cross. After the gunman's death an area remained cordoned off for the time necessary for the Police to process the crime scene.
After closing the Civil Defence Emergency Operation to a close Angela Reade, Civil Defence Manager, thanked everyone for their support and offers of help.
"It is amazing the generosity of the local community providing support for those affecting by the siege," Angela Reade says. "This support includes the family and friends of those who responded to the emergency over the last few days. Without family behind us we could not carry out our job of responding to the emergency."

HAWKE'S BAY CDEM GROUP - EARTHQUAKE REPORT - 25 August 2008
A noisy short sharp earthquake shook the Cities of Napier and Hastings on Monday 25 August 2008. Lesser shaking was experienced further a field. There were power distruptions in Taradale. Ornaments rattled and small items fell over according to reports.
Hastings CDEM EOC activated at level one to assess local damage reports. They stood down in the early hours of the morning.
Residents in the two cities have reported experiences of power outages and loss of landline telephone to talkback radio.
It is estimated home and property damage could be as high as $5 million. Most damage was to household items such as glassware, crockery and ornaments, although there has been dozens of claims for damaged water cylinders, torn wallpaper, broken toilets, pipes and damaged chimneys.

HAWKE'S BAY CDEM GROUP - FLOOD STATUS REPORT - 20 July 2007 17:00 hrs
Background
Heavy rain occurred in Hawke's Bay on Tuesday and Wednesday (17 & 18 July 2007) primarily affecting the Hastings and north western parts of Central Hawke's Bay.
Rain has continued to fall throughout the region and is expected to continue over the weekend.
The regions river networks have coped well with high volumes and there have been no cause for concern with stopbanks or river control structures. A better understanding of the condition of flood protection assets will be known once river levels drop.
The region has moved from drought like conditions to a point where much of the region has over saturated ground conditions and any additional rainfall will create surface ponding or add to the flows in drains and rivers.
As a consequence of high intensity localised rain a number of schools were evacuated, pupils were sent home early or facilities closed due to raising flood waters or risk to closure of rural bus routes. A number of homes in rural Hastings district were threatened by rising water levels and storm water flows. Although a final assessment is not complete only three homes were entered by flood water.
Emergency Operation Centres (EOC) were operational on 17/18 July 2007 with inter-agency co-ordination managed form the Hastings District Council CDEM EOC. The EOC was deactivated at 1700 hrs on 18 July 2007.
The HB Emergency Services Co-ordinating Committee convened twice during this event - there was no declaration of emergency.
Current Situation
Consistent light rain is continuing to fall throughout the region with the occasional heavier burst in isolated pockets.
Soil conditions are saturated but there are currently no unusual risks reported.
Central Hawke's Bay:
Rain continues with 5-7mm falling within the last 24 hours. There are no ongoing flooding issues at present. Some secondary roads are affected by debris but there are no significant issues.
The potable water supply in Waipawa and Otane is affected by turbidity at the intake and residents are being instructed to boil water taken from the town supply.
Hastings District:
There are still some secondary roads affected by debris and damage but all are reported as open and passable.
Residents in the Maraekakaho area are being assisted with tinkered potable water supply and supported by the temporary supply of portaloos.
District Council staff have commenced event recovery and exit activities with assistance from Work & Income and Ministry of Agriculture and Forestry.
Napier City: Two trees fell on Napier hill but no other incidents were reported.
Wairoa District:
Only minor issues have arisen in low lying areas with surface ponding, drainage systems and rivers are operating within expectations. No incidents were reported.
New Zealand Police - have no new reported issues.
New Zealand Fire Service - have no new reported issues.
St John Ambulance - have no ongoing issues, but weather conditions have potentially contributed to some minor motor vehicle accidents.
Transit - the State Highway network is operating normally after disruptions and closure of SH50.
DHB - Public Health Unit - have reported no new issues but are assisting with assessing the condition of Central Hawke's Bay town water supply.
Work & Income have made available normal services through their service centres and have received 6 enquiries for assistance.
Ministry of Agriculture and Forestry - are assessing the rural impact and working with the District Councils to confirm the likelihood of demand for assistance.
Issues
Continued rain and increased ground saturation may accelerate any deterioration if heavier rainfalls or strong wind conditions occur.
People/Welfare
- Hasting District Council are assisting approximately 20 property owners to ensure safe and sanitary conditions in residential dwellings.
- Only 3 properties are identified as having had water enter the dwelling these homeowners have not requested assistance for accommodation or other welfare needs.
- Six rural properties have enquired about clean-up assistance.
Transport / Road Closures.
- District Council roading contractors will work through the weekend to complete clearance works on roads and clear debris from culverts and bridge pairs.
Water and Wastewater
- Tanked water supplies and portaloos have been provided by the District Council where needed.
- Environmental health staff are assisting with the cleaning of septic tanks and confirming that private bores are fit for use.
- Central Hawke's Bay residents using the town reticulated water supply are advised to boil any water prior to use.
Telecommunications
- Telecom advise that there were no unexpected network problems. However as expected with a weather event of this type individual residential or business faults have been identified and resolved.
Energy
- Unison advise that there were no unexpected network problems or outages.
Future Issues
Hastings District Council are working with affected home owners to ensure safe and sanitary residential conditions.
Lines utility companies (Unison and Telecom) have identified a risk associated to the footings of network poles. Should ground saturation continue and the region receive strong wind conditions there is potential for poles and trees to fall affecting the security of their networks.

Wairoa District Council - 19 July 09:30 hrs
Wairoa River is up slightly but river mouth is large and there is little debris so despite the heavy rainfall in the ranges, it is not expected to cause any problems. Ground is soggy (water logged) but drains are flowing freely with level about average. Mahia is also wet (soggy), but drains showing little sign of there having been much rain. Weather in Wairoa at present is easing.
Hawke's Bay Regional Council - 19 July 08:30 hrs
Background:
Widespread high intensity rainfall that fell throughout the region south of the Mohaka River on Tuesday has eased to intermittent rain. There is still a risk of some high intensity rainfall which will continued to be monitored.
Situation:
All rivers levels are currently dropping, however saturated conditions and intermittent rainfall will mean that river levels may stay at elevated levels for some time.
The Met Service predict further rain for Hawke's Bay this morning with heavy falls about the ranges north of Napier easing this afternoon. However, rain may become heavier again during Friday.
HBRC are keeping a close watch on river levels and model forecasts do not indicate any significant problems.
At this stage Council will continue to monitor river levels and flood protection works.
Summary of Events:
Nothing significant in regard to HBRC Assets - however some damage is expected to occur to river protection works as rivers continue to flow at elevated levels.
Hastings District Council 18/7/07 17:00hrs
Heavy rainfall experienced over the Hawke's Bay Heretaunga Plains during Monday and Tuesday. High intensity rainfall (1:100+ year event) caused "flash flooding" problems.
Sporadic intervals of rainfall still continuing throughout the district. Mainly surface water problems.
Situation
Flooding impact has eased but surface flooding has arisen in some areas due to rising creeks and streams. All major rivers are contained and are below danger levels.
Still some flood impact issues in Maraekakaho and Puketapu Areas. Focus is still on assessment of people's needs and any recovery issues. Particularly in the Maraekakaho, Puketapu and Puketitiri rural areas.
State Highway 50 has been opened. However, some bridges and culverts on side roads need evaluating.
Some low lying roads close to Tukituki River, between CHB and Waimarama Bridge (Red Bridge) are experiencing surface flooding due to river water flow. Some properties have been isolated as a result. But river flows have peaked and no problems have been reported from the public.

Maraekakaho
16 houses and the local school have been inspected for flood damage.
2 of the above homes are unfit for occupation until cleared by Health Officers.
Portaloo toilets are being delivered to 4 houses that have septic tank problems in the Maraekakaho area (Kereru Road).
Bulk tanker drinking water is still established for the Maraekakaho Community at the local school.
Four people isolated by floodwater in Mangatahi Road have been contacted. No assistance needed at this stage.
Roads
State Highway 50 is now OPEN with care. Mangatahi Road is still closed. Matapiro Road is closed between Ohiti and Crownthorpe Settlement Road for at least 24 hrs Tukituki Road is still closed. Te Aute Trust Road is closed due to surface flooding near the CHB Boundary. Kahuranaki Road is closed. Ohiti Road - collapsed culvert now OPEN to one lane.
Schools
Hukerere Girls College (Esk Valley) closed. Crownthorpe School closed. Puketapu School Closed. Maraekakaho School Closed

Predicted:
Potential for heavy rainfall still being predicted until mid day Thursday. 80 - 100mm of rain could fall in the ranges North of Napier. Forecast up to 15mm/hr rainfall intensity possible at times today.
Central Hawke's Bay 18/7/07 1600 hrs
Heavy rainfall experienced over the Central Hawke's Bay during yesterday and last night and appears to be continuing into today although it has eased some. High intensity rainfall has caused "flash flooding" problems.
Summary
Current - Overnight the main rainfall was in the Ruahines, on the lower areas with some heavy bursts towards the coast. Rain has been falling on the plain areas throughout this morning but in short heavy bursts and most surface water levels appear to be dropping a little.
Update as at 16.00hrs
Summary
The main Waipawa water pump is now pumping again. Appears not to have been damaged. Sandbagging was carried out this morning to provide protection to pumphouse etc. The Alternative water supply is still available if required. Rising rivers have increased turbidity and this is being monitored. Radio broadcasts being made over local station asking residents to conserve water and precautionary 'boil water' notices have been issued. Water samples are currently being tested and when results are known appropriate remedial action will be taken.
Road conditions/problems remain as follows: Washout on Kashmir Road. CHB Works is heading out there now to check the extent. A digger is heading to Mill Road to clear a slip and this may be used at Kashmir Road to widen at the washout to get the road open. If that is not an option the road will be closed. Porangahau Road/Hiranui Road closed, detour over Lake/Ugly Hill. The site will remain manned in case of the situation worsening and the detour required to be shifted back to Nichols Road although water levels appear to be stabilizing or dropping slightly. Bush Road is open. The bridge at Eparaima Access Road is over topped. Wharetoka Road remains closed Argyll East Road at the Brow Bridge remains closed Lookout Road remains closed due to a slip that is currently being attended to. It is a sizeable slip and will take some time. Surface flooding at Railway Esplanade at the by-pass. Signs put out Ashcott Road, surface flooding by Wilson's Orchard and isolated area further towards SH50. Signs or cones put out for warning
Taylor Road at slab crossing still closed Wakarara Road, tree(s) down at Douglas Cutting, being cleared Coughlin Road, Waipukurau. Checked for surface flooding. OK at the moment but will keep an eye on it. Storm water is not getting out through normal channels due to height of the Tukituki River. Porangahau Road, slip reported on road near Wanstead gully. Being investigated. Middle Road at Te Aute Trust Road intersection is blocked by water (on the boundary with Hastings DC, their contractors investigating)
SH50 was reopened at 1125hrs after debris had been cleared from the Mangaonuku No. 3 bridge and it had been checked structurally.
Surface flooding still on many roads and many also have a lot of debris left behind from surface flooding yesterday, overnight and this morning.
School closures known of at present
Sherwood, Ongaonga, Tikokino. Closures due to bus route concerns. Others have some bus routes causing concern but are monitoring during the day. Public Info bulletins to media are asking parents to contact their schools in the first instance for any updates.
No houses reported threatened at present.
Predicted
Latest forecast is that the rain band is moving north and heavy rain is falling in the hills north of Napier. We can still expect some rain to fall until at least Friday but intensities are low and totals will not reach the official warning criteria. The Heavy Rain Warning for the area has been lifted by MetService.
